Governance Statement

Summer 2016


In accordance with the Government’s outlined functions for all governing bodies, the three core strategic functions of Roach Vale Primary School Governing Body are:

  1. Ensuring clarity of vision, ethos and strategic direction;
  1. Holding the headteacher to account for the educational performance of the school and its pupils;
  2. Overseeing the financial performance of the school and making sure its money is well spent.

Governance arrangements

The Governing Body of Roach Vale Primary School is made up of two staff governors (including the Headteacher), five elected Parent Governors, one Local Authority Governor and four Co-opted governors. Co-opted governors are appointed by the Governing Body and are people who, in the opinion of the governing body, have the skills required to contribute to the effective governance and success of the school: currently on our Governing Body two of the Co-opted governors are parents and one is a staff member.


The full Governing Body meets four times a year and, in addition to these meetings, we have four sub-committees. These are as follows: The Salaries Committee which meets annually in the autumn term. The Finance and Premises committee, the Curriculum committee and the Personnel committee, all of which meet termly. On top of all of these meetings, we hold a strategic planning meeting at the end of each academic year. This meeting assesses how the school is currently performing and what needs to be done to further improve to achieve our ultimate target of making Roach Vale an outstanding place of learning for the children who come here.


As reported in last year's governance statement, we began the year with a vacancy for a parent governor. We received three nominations for the post and after the subsequent election we were delighted to welcome Siobhan Taylor to our ranks. In 2015/16 we had no resignations from the governing body which has lead to a very welcome period of stability. If any parent is interested in joining us or would like more information about the governing body, please do not hesitate to contact either Mrs Williams or Mr Johnson via the school office.


Attendance record of governors

Governors have excellent attendance at meetings and we have never cancelled a meeting because it was not “quorate” (the number of governors needed to ensure that legal decisions can be made).

The work that we have done on our committees and in the governing body  

The Curriculum Committee has spent time discussing key data giving the results of pupil achievement and progress, so that we can be sure that the school is on track to fulfil its ambitious targets for all pupils. We continue to be very pleased with the performance of our "vulnerable groups" of children. The results they achieved mean that "narrowing the gap" between our Pupil Premium children and others remains one of the key strengths of Roach Vale.

            The Key Stage 1 and Key Stage 2 SATS results were also excellent which is a testament to all of the hard work that goes on day-to-day throughout the school by children and staff alike.

We extend our warmest congratulations to both children and staff on their efforts in achieving these results.


The Finance and Premises Committee looks at the maintenance and development of the school premises, and makes decisions about how the school should use the budget, including the use and impact of the Pupil Premium and the Sports Premium funding provided for primary schools. Mr Johnson is our Health and Safety Governor and he carries out termly checks of the premises.

 The Governing Body is also particularly concerned about safeguarding and we have a Nominated Governor for Safeguarding (Mr Orme) who gives a regular report to the governors about any safeguarding matters. During the 2015/16, the committee along with our Premises Manager, Mr. Philips, finalised the plans for the replacement of the demountable classroom. Work should commence during the Autumn term with the final handover due in January 2017.


The Personnel Committee deals with staffing matters and staff morale in general.

This summer we have five members of staff leaving us; Mrs Hutchings, Mrs Austin, Ms Hackworthy, Mrs Campbell and Miss Myers. While we are saddened by their departures we must thank each of them for the positive contribution they have made to the entire Roach Vale community. We wish each and every one of them every success in the future.

            On the reverse, we are delighted to welcome Mrs Laura Tuttlebee to our team and we wish her every success during her time at Roach Vale.


Governors are involved in monitoring the performance of the school, and the achievement and progress of pupils. This is done by asking questions in meetings and also by going in to the school and visiting members of staff and classes.


One role for governors is reviewing and agreeing school policies. All of our school's policies along with the review date of each are available to view on our website.
